Job Summary

The Senior Program Officer for Amnesty International USA’s Individuals at Risk Program leads the organization’s efforts to free prisoners of conscience, support human rights defenders and resolve other urgent, specific cases of individual people facing human rights abuses in the U.S. and worldwide related to AIUSA’s priority campaigns and programs.

The Senior Program Officer will implement a program strategy with stakeholders to make human rights impact and help achieve organizational goals through advocacy, coalition building, supporting grassroots activism, and other effective tactics. The position will run and grow AIUSA’s Urgent Action Network on emergency cases and the Case Commitment Initiative, whereby AIUSA’s student and local groups are trained to effectively campaign on a long-term case of their choice;  support the success of Write for Rights, the organization’s annual letter-writing marathon on cases; serve as AIUSA’s expert, point-person and public spokesperson on cases covered by the program; create effective grassroots actions and materials to engage the public; influence US government officials and others to help achieve the program’s goals; and oversee the program’s annual work plan and budget.


  • Implement the program’s strategy with stakeholders to resolve cases and achieve the program’s “SMART” goals and objectives;
  • Ensure that the program’s case work also helps achieve the organizational goals and objectives in AIUSA’s Strategic Plan;
  • Collaborate with stakeholders in implementing effective tactics—including advocacy, coalition building, and grassroots activism, media advocacy, social media advocacy, and public education—to resolve cases and achieve the program’s goals and objectives (particularly the Urgent Action Network, Case Commitment Initiative and Write for Rights);
  • Report on progress in resolving cases and toward the program’s goals and objectives;
  • Influence U.S. government officials to resolve cases and achieve the program’s goals and objectives;
  • Participate in coalitions and develop strategic relationships with allies and other organizations to help resolve cases;
  • Recruit, train, and sustain AIUSA’s members and the public in effective activism—including lobbying—to help resolve cases by creating useful and compelling actions, training modules, and materials;
  • Serve as AIUSA’s expert, point-person and public spokesperson to help resolve cases;
  • Collaborate with AI’s research staff to identify cases for campaigning
  • Engage with Individuals at Risk staff from AI’s International Secretariat and AI sections around the world to help resolve cases, including by serving as AIUSA’s point person for input on case-related issues to the global AI movement;
  • Support fundraising efforts for the program and AIUSA, including working with the Development team to share information and review materials;
  • Develop and oversee the program’s annual work plan and budget
  • Other duties as assigned by the Senior Director of the Programs Unit of AIUSA
  • Presenta positive image of work group and AIUSA to others
  • Exercise judgment as to choice of work method/procedure and to schedule tasks appropriately to meet guidelines
  • Participate in shared responsibility and collaboration with the volunteer and internal and external constituents


Education and Experience:

  • BA/BS required
  • At least 5 years of experience, including in human rights cases and in serving as a public spokesperson
  • Demonstrated expertise in human rights and the types of cases the program covers required
  • Nonprofit experience preferred
  • Experience implementing a strategy to achieve goals and objectives required 
  • Experience selecting and implementing effective tactics required

Experience in grassroots activism, lobbying and coalition building required
